Actually, what's going on is a lot of insects up in the tree sucking on the sap. There are lots of insects that do this, including aphids and scale, but the primary culprits are plant hoppers and leafhoppers. They drink a lot of sap, and what they don't drink goes out the other end, so what you're really seeing is bug pee coming down! That's the sugary-type sticky water on your car or that you feel on your head. There's no real practical way to control it. It's not necessary to spray insecticides up there; they're not doing enough damage to the plant to warrant any kind of control.
